Upgrade of android app topic

Hi guys I have a strange problem... Every time I turn on or reboot the phone I get the menu " UPGRADE OF ANDROID " Practically That Message Where it says " Application optimization x of y ) . That I know you should not but the rate ' I did and I enjoyed uninstall or Change ( I have a copy ) some app System I would understand if I mistakenly deleted some What I should not delete.
