Xperia E1 dual OTA while Sim not inserted is safe ? topic

OTA update is banned here .. I want to do OTA while simcard is inserted . it won't update !!! i guess because Iran has restriction ! professional ppl tel me do i need to insert simcard for OTA or is it safe to update while sim is not inserted ?

i've heard about something if simcard is not being inserted then it will loose IMEI or radio after update . is that ture
