PRL Write for 4.4.2 NE2 topic

I am trying to locate a PRL write app I can insert or install into a stock 4.4.2 NE2 note 2...

I have tried using others hidden menu apk's set the permissions with no luck bringing up the menu with ##data#..

I have even tried the app on the market from viper boy with no luck. ..
