How to Unlockbootloader topic

Model No : D5503
My bootloader is locked I have tried many tricks to unlock but my bootloader still locked. I have checked in service menu configuration Rooting status : Bootloader unlock allowed : No
Why it's show NO but in some device it show Yes.
What is this I'm confused Plz help.
